SECTION 1 - NAME

1.01
THE NAME OF THE INVITATION TOURNAMENT SHALL BE TITLED “ONTARIO DART ASSOCIATION OF THE DEAF”.
 
 

SECTION 2 - JURISDICTION

2.01
ONTARIO DART ASSOCIATION OF THE DEAF RECOGNIZES AMATEUR DARTS AND ALLOWS THE ONTARIO DEAF DART COUNCIL THE RESPONSIBILITIES AS THE GOVERNING BODY OF AMATEUR DARTS, WHICH INCLUDES PLAY BY BOTH MEN AND LADIES.

THE PEOPLE ON THE DART COUNCIL ARE:
              - COMMISSIONER
              - VICE COMMISSIONER
              - LOCAL CLUB CHAIRPERSON
              - TREASURER
              - SECRETARY
 
 

SECTION 3 - COMMISSIONERS

3.01
ALL DUTIES AND RESPONSIBILITIES PERFORMED BY THE VICE -COMMISSIONER SHALL BE LISTED IN THE TECHNICAL RULES.

3.02
HE/SHE SHALL ASSIST, WHENEVER PERFORMED, THE EXECUTIVE MEMBERS OF THE HOST COMMITTEE IN CHARGE OF THE INVITATION TOURNAMENT.

3.03
HE/SHE SHALL UPDATE THE RULES AND GUIDELINES.

3.04
HE/SHE SHALL SEND A FINALIZED FINANCIAL REPORT OF THE TOURNAMENT TO THE TREASURER WITHIN 3O DAYS AFTER THE PREVIOUS TOURNAMENT.

3.05
THE DART COMMISSIONER IS THE OFFICIAL IN CHARGE OF ALL SUCH MATTERS RELATED TO THE DART ASSOCIATION OF THE DEAF IN ONTARIO.
 
 

SECTION 4 - TOURNAMENT

4.01
ALL CAPTAIN'S MUST BE AT TOURNAMENT ON SATURDAY MORNING FOR THE TEAM DRAW.

4.02
THE DOUBLE OR (FOUR PLAYERS) COED TEAM INVITATION DART TOURNAMENT SHALL BE HELD ON SATURDAY OF MARCH.

4.03
THE (FOUR PLAYERS) TEAM INVITATION DART TOURNAMENT SHALL BE HELD ON SATURDAY OF OCTOBER BUT NOT ON THANKSGIVING WEEKEND.
 
 

4.04
THERE SHOULD BE AT LESS FOUR PLAYERS ON TEAMS, TWO PLAYERS ON DOUBLE TEAMS, AND OF BOTH SEXES THAT ARE DETERMINED TO ENTER THE TOURNAMENT.

4.05
THE TOURNAMENT SHALL BEGIN ON SATURDAY MORNING. THE TIME MAY CHANGE DEPENDING ON THE NUMBER OF TEAMS ENTERING THE TOURNAMENT. TIME MAY ALSO BE CHANGED DUE TO THE WEATHER AND OTHER EMERGENCIES.

4.06
THE RULES ARE THAT THE TOURNAMENT MUST FOLLOW CLOSELY THE  CANADIAN FEDERATION DART RULES.
 
 

SECTION 5 - ENTRY FEE FORM

5.01
EACH CLUB IS REQUIRED TO PAY $80.00 PER TEAM / COED TEAM, $40.00 PER DOUBLE TEAM AND $20.00 PER SINGLE TEAM TO THE TREASURER AS AN ENTRY FEE TO SHOW THAT THEY ARE PARTICIPATING IN THE TOURNAMENT BEFORE THE DEADLINE STATED ON THE FLYERS. THE FEE WILL NOT BE RETURNED AFTER THE ENTRY FEE FORM DEADLINE. (THE ENTRY FEE CAN BE CHANGED IN THE FUTURE AUTHORIZED BY EXECUTIVE BOARDS).

5.02
UPON PAYING TEAM DUES PLAYERS NAMES (IN FULL) MUST BE ATTACHED TO THE ENTRY FEE FORM AND SUBMITTED TO THE TREASURER STATED ON THE FORM.

5.03
IF THE TOURNAMENT IS CANCELLED DUE TO BAD WEATHER OR  EMERGENCIES, THE ENTRY FEE SHALL BE RETURNED TO THE  PARTICIPATING TEAMS WITH THE O.D.A.D. BOARD’S APPROVAL.
 
 

SECTION 6 - TEAM REGISTRATION

6.01
A MAXIMUM OF FOUR PLAYERS ON TEAM / COED TEAM, TWO PLAYERS ON DOUBLE TEAM, AND ONE PLAYER ON SINGLE TEAM WILL BE CLAIMED ON EACH TEAM ROSTER WITH A CAPTAIN ON THE TEAM REGISTRATION FORM.

6.02
ON THE DAY OF THE TOURNAMENT, ONLY FOUR PLAYERS ON TEAM, TWO PLAYERS ON DOUBLE TEAM, AND ONE PLAYER ON SINGLE TEAM SHALL BE ACCEPTED AS THE OFFICIAL TEAM REGISTERED. THE LIST MUST BE GIVEN TO THE COMMISSIONER 1/2 HOUR BEFORE THE TOURNAMENT COMMENCES IN REGARDS TO PLAYER’S NAME BEING CHANGED.
 
 

SECTION 7 - GENERAL DART RULES

7.01
PLAYERS SHALL PROVIDE THEIR OWN DARTS. DARTS SHALL NOT BE  MORE THAN 12 INCHES LONG AND WEIGHT NO MORE THAN 50 GRAMS.  EACH DART MUST HAVE NEEDLE POINT, BARREL AND FLIGHTED STEM.

7.02
ALL PLAYERS MUST ABIDE (RESPECT) THE RULES LAID DOWN BY O.D.A.D.

7.03
ANY PLAYER FAILING TO OBEY RULES WILL BE DISQUALIFIED FROM THE  GAME AND TOURNAMENT.

7.04
ALL TEAMS MUST HAVE EQUAL NUMBERS OF PLAYERS (4 PLAYERS ON TEAM / COED TEAM, TWO PLAYERS ON DOUBLE TEAM, AND ONE PLAYER ON SINGLE TEAM).

 THROW:

7.05
ALL DARTS ARE THROWN BY HAND. A THROW SHALL CONSIST OF THREE  DARTS UNLESS A DOUBLE IS SCORED.

7.06
FLIP A COIN TO DECIDE WHOM WILL THROWS FOR THE FIRST BULLSEYE.

7.07
TOES MUST BE KEPT BEHIND THE TOE LINE AND WITHIN IMAGINARY BOX AND WIDTH OF PLAYING SURFACE, WALKING DEVICES MUST BE KEPT INSIDE THE BOX (CRUTCHES, CANES, ETC.). IF A PLAYER'S SHOE OVER THE TOE LINE, LOSE THE POINTS.

 STARTING AND FINISHING:

7.08
THE PLAYER FROM EACH TEAM IS TO THROW THE FIRST DART CLOSE TO  THE BULLSEYE TO START THE GAME.

7.09
MEN TEAM AND COED TEAM ARE TO PLAY 501 AND LADIES TEAM IS TO PLAY 301.

7.10
WIN BY DOUBLE OUT AT THE TOURNAMENT.

7.11
A BULLSEYE COUNTS AS “50” AND MAY ALSO BE USED AS A “DOUBLE  OUT”. IF THE REMAINING SCORE FOR THE PLAYER TOTALS 50. BULLSEYE  MAY IS USED TO FINISH THE GAME.

 SCORING:

7.12
A DART SHALL SCORE WHEN THE DARTS THROWN STAY IN THE BOARD, OR TOUCHES THE FACE OF THE BOARD INSIDE THE DOUBLE BOUNDARIES. FALLING DARTS MAY BE HELD FROM FALLING OUT AFTER THE THIRD THROW.

7.13
DARTS MUST REMAIN ON BOARD UNTIL THE SCORER TOTALS THE SCORE  THROWN TO ENABLE SCORER TO MAKE THE PROPER SCORE ON THE  BOARD.

7.14
ALL SCORES ON MARKER BOARD MUST BE CORRECTED BEFORE THE  NEXT TEAM MEMBER THROWS.

7.15
ALL SCORES ARE SUBTRACTED FROM 301/401/501/601/701 DOWN TO THE  REMAINING SCORE TO BE DOUBLED OUT.

7.16
THE SCORE ON THE SCOREBOARD MUST BE CLEAR AND READABLE.

7.17
A PLAYER MAY ASK THE MARKER FOR TOTAL POINTS OF DARTS ALREADY THROWN ON THE BOARD BUT CANNOT ASK HOW TO DOUBLE OUT, OR IF  THERE IS ANY DOUBLE LEFT TO BE PLAYED, OR REMAINING SCORE TOTAL.  THE PLAYER MUST STEP AWAY FROM THE TOE LINE AND ASK HIS/HER  CAPTAIN FOR ASSISTANCE IN THIS AREA.

7.18
THE TEAM THAT DOUBLES OUT FIRST WINS THE GAME.

 TEAMS:

7.19
CAPTAIN’S ARE RESPONSIBLE TO HAVE THEIR TEAM TOGETHER AND READY TO PLAY BEFORE THE STARTING TIME. IF A PLAYER COULD NOT COME/MAKE TO PLAY, THE TEAM HAS TO FIND A REPLACEMENT OR USING A DUMMY.

7.20
A) A DUMMY WILL COUNT AS 25 POINTS AND WHEN HIS/HER TEAM'S POINTS OF 100 OR LESS LEFT THEN WILL BE NO 25 POINTS COUNT. SEE PICTURES BELOW IT.
 




 B) IF A PLAYER COULD NOT PLAY DURING THE GAME FOR EXAMPLE: ALCOHOLIC ABUSED, SIGNING/VERBAL ABUSED, AND HIS/HER TEAM SHALL BE DISQUALIFIED.

 C) IF A PLAYER SUDDENLY SICK OR INJURY DURING THE GAME, HIS/HER TEAM MAY PLAY WITH A DUMMY.

 GAMES:

7.21
MEN TEAM AND COED TEAM ARE TO PLAY 501 AND LADIES TEAM IS TO PLAY 301. STRAIGHT IN AND DOUBLE OUT.

 TIME:

7.22
GAMES ARE TO BEGIN ON THE HOUR, OR IF HEAD TABLE ANNOUNCES FOR THEM TO BEGIN WITHIN 1 MINUTES GRACE.

 DRESS CODE:

7.23
PROPER CLOTHING SHALL BE WORN AT ALL TIMES.

7.24
SHORTS, JOGGING PANTS, TANK TOPS, HALTER-TOPS, HATS, CAPS,  BANDANAS, HEADBANDS, AND SANDALS ARE NOT PERMITTED. (FOLLOW  HOUSE RULES.) (SWEATBANDS ON WRIST ARE PERMITTED).

 SCOREKEEPERS:

7.25
ALL REPORTS AND SCORES ARE TO BE HANDED IN TO THE OFFICIAL  HEAD DESK WHEN GAMES ARE COMPLETED.

7.26
SCOREKEEPER MAY TELL PLAYERS THEIR SCORE OF DARTS  THROWN REGARLESS OF WHO’S TEAM PLAYER IS ON.

7.27
BUT CANNOT TELL:
A) FINAL SCORE LEFT
B) HOW TO DOUBLE OUT
C) SHOW THE DOUBLE OUT

 PRACTICES:

7.28
TEAMS MAY PRACTICE 1 - 2 HOURS BEFORE THE TOURNAMENT BUT  REMEMBER TO GIVE EQUAL TIMES TO ALL TEAMS.

A)  BY SHARING BOARDS.
B)  PRACTICE DURING THE GAMES IS NOT PERMITTED.
C)  IF NOT PLAYING, PRACTICE MAY BE PLAYED TWO BOARDS AWAY IF NO ONE IS PLAYING THERE OR IN ANOTHER ROOM BUT ONLY IF TEAM IS IN THE TOURNAMENT.
D)  IF PLAYING TWO BOARDS OVER, YOU ARE NOT TO INTERFERE (BOTHER ) OTHER TEAMS PLAYING NEARBY.

 EQUIPMENT AND REPAIRS:

7.29
CAPTAIN’S HAVE THE RIGHT TO REQUEST CHANGING THE DARTBOARD  IF NECESSARY.  HOWEVER THE OFFICIALS HAVE THE FINAL WORD TO SEE  THAT THE BOARD IS GOOD FOR USE.

7.30
REPAIRS TO PLAYER'S DARTS, ONLY THREE MINUTES IS ALLOWED (TO REPAIR/REPLACE PARTS) THEN RESUME PLAY OR BORROWING ANOTHER PLAYER'S DARTS IS PERMITTED.

SECTION 8 - GAME AND DRAW

8.01
THE DRAW FOR THE INVITATION DART TOURNAMENT WILL BE AS  FOLLOWED:

A) IN ROUND ROBIN ARE TO PLAY BEST TWO OF THREE AND IN FINAL
GAMES ARE TO PLAY BEST THREE OF FIVE.
B) THE TYPE OF TOURNAMENT WE PLAY IS THE ROUND ROBIN DIVISION.
 
 

SECTION 9 - ELIGIBILITY

9.01
PLAYERS REPRESENTING A CLUB MUST BE DEAF OR HARD OF HEARING.  HEARING PLAYER WHO RELATED WITH DEAF PLAYER CAN PLAY BUT NOT AS THE CAPTAIN OF THE TEAM.

9.02
AGE REQUIREMENTS FOR ALL PLAYERS COMPETING IN A DART INVITATIONAL TOURNAMENT IS TO BE NINETEEN YEARS OF AGE OR OVER.   ANY PLAYERS OUTSIDE ONTARIO MAY PLAY.

9.03
IN THE CASE OF PRESENTING A FALSE AGE.  A ONE YEAR SUSPENSION  WILL BE GIVEN TO ANY PLAYER DEFINITELY OR INDEFINITELY, IF FOUND  GUILTY BY THE O.D.A.D. BOARD OF OFFICERS.
 
 

SECTION 10 - TEAM ACCOMMODATION

10.01
THE HOST CLUB IS TO PROVIDE A LIST WITH ALL PRICES AND PHONE  NUMBERS OF HOTELS OR MOTELS AND A MAP ON ALL DISTRIBUTED  FLYERS.

10.02
ANY PARTICIPATING TEAM IS TO BE RESPONSIBLE FOR THEIR OWN  ACCOMMODATION, TRANSPORTATION AND MEALS.

10.03
EVERYONE IS ENCOURAGED TO HELP OUT IN KEEPING THE O.D.A.D.  DART IMAGE CLEAN.  YOU ARE RESPONSIBLE FOR YOUR OWN BEHAVIOUR, DAMAGE, ETC DURING THE TOURNAMENT.
 
 

SECTION 11 - HEADQUARTERS

11.01
THE HOST ORGANIZING COMMITTEE SHALL HAVE CONTRACTS FOR THE  BANQUET HALL, REGISTRATION AND COACHES MEETING ROOM MAKING  SURE THEY ARE AVAILABLE DURING THE INVITATION TOURNAMENT. THE  ARRANGEMENTS MUST BE CONFIRMED WITHIN SIX MONTHS AFTER THE  O.D.A.D. COMMISSIONER’S APPROVAL.
 
 

SECTION 12 - GENERAL MEETING AGENDA

12.01
THE GENERAL MEETING SHALL BE HELD ONCE A YEAR. THE PLACE AND TIME IS TO BE ANNOUCEMENT BY O.D.A.D. BOARDS.

12.02
THERE IS TO BE NO SMOKING OR ALCOHOLIC BEVERAGES SERVED AT THE GENERAL MEETING.

SECTION 13 - PUBLICATION OF FLYERS

13.01
OFFICIAL PUBLICATION FLYERS SHALL HAVE FULL DETAILS WITH DATES AND FACILITIES WITHIN FIVE MONTHS IN ADVANCE PRIOR TO DISTRIBUTION. THE O.D.A.D. EXECUTIVE BOARD MUST FIRST APPROVE IT.
 
 

SECTION 14 - AWARDS/CASH PRESENTATIONS

14.01
THE BOARD MUST APPROVE ALL ARRANGEMENTS, GET-TOGETHERS AND  PRESENTATIONS OF THE AWARDS/CASH CONNECTED WITH THE  TOURNAMENT.

14.02

  A)  HOST CHAIRPERSON’S REMARKS
  B) COMMISSIONER’S REMARKS
  C) AWARDS/CASH

14.03
TEAM SHALL BRING THE TROPHIES TO HOME AND GET RECIPIT FOR TROPHIES ENGRAVED AND O.D.A.D. WILL PAY.

14.04
IT IS YOUR RESPONISABITY FOR TEAM TROPHIES.
 
 

SECTION 15 - PROTESTS

15.01
THE PROTEST COMMITTEE FOR AN INVITATION TOURNAMENT MUST BE  MADE UP OF THREE PERSONS.  THEY ARE TO BE AS FOLLOWS:
  - O.D.A.D. DART COMMISSIONER
  - O.D.A.D. VICE COMMISSIONER
  - HOST CHAIRPERSON

15.02
THE COMMITTE SHALL MAKE THE FINAL DECISION ON THE ELIGIBILITY OF  PROTEST OF A PLAYER IN THE TOURNAMENT.
 
 

SECTION 16 - TOURNAMENT RULES

16.01
FOLLOW O.D.A.D. AND CANADIAN DART RULES.

16.02
ALL TEAMS ARE TO PLAY BEST TWO OF THREE IN ROUND ROBIN AND BEST THREE OF FIVE IN FINAL.

16.03
CAPTAINS ARE TO HAVE THEIR TEAMS READY TO PLAY TEN MINUTES  BEFORE THE GAME STARTS.

16.04
FIGHTING DURING THE GAME WILL RESULT IN THE TEAM BEING DISQUALIFIED AT THE TOURNAMENT.
 
 

SECTION 17 - FACILITIES OF TOURNAMENT

17.01
WASHROOM MUST BE NEARBY.

17.02
EVERYONE MUST RESPECT THE FACILITIES DURING THE TOURNAMENT. KEEPING THE AREAS CLEAN AT ALL TIMES.

17.03
EVERYONE MUST RESPECT ALL BUILDING RULES OF THE HOST COMMITTEE AT ALL TIMES.
 
 

SECTION 18 - AMENDMENTS AND RESOLUTIONS

18.01
THE TECHNICAL RULES AND REGULATIONS OF INVITATION DART TOURNAMENTS UNDER THE STATUE OF O.D.A.D. SHALL NOT BE ALTERED OR REPEALED UNTIL IT IS APPROVED BY AT LEAST TWO-THIRD (2/3) OF THE VOTERS PRESENT AT THE GENERAL MEETING. WRITTEN NOTICE TO AMEND ANY SECTIONS SHALL BE GIVEN TO THE DART COMMISSIONERS.
